This is something that we do occasionally where I work (120processing.com, OldSchoolPhotoLab.com)… so, if you ever get an extra frame in your scans with what looks like two different exposures this is why:

I took this shot with my holga knowing that the final image wouldn’t allow me to have a lot of detail in the sky and on the fort, but without resorting to HDR this is what we have to deal with. I scanned the frame twice, adjusting for the sky in one and the fort in the other. 

In the end I decided to use the shot that had more detail in the fort and shadows and used photoshop to pull the midtone levels down so that some of the contrast showed in the clouds. It doesn’t feel quite as dramatic, but I like it better than what I could get out of the dark scan.
